A couple was arrested in Kentucky today on Interstate 24 eastbound near the 47 mile marker.
The Kentucky State Police found a small, improvised explosive device inside the vehicle.

The suspect was identified as Michael Jack Higgs from Oregon.

Kentucky State Police have released the name of the man arrested Thursday morning after a homemade improvised explosive device was found by a state trooper during a traffic stop.
The man, 45-year-old Michael Jack Higgs of Grant Pass, Oregon, was charged with third degree use of weapon of mass destruction, possession of a handgun by a convicted felon, possession of a firearm by a convicted felon, possession of marijuana, possession of drug paraphernalia, failure of owner to maintain insurance, and operating on a suspended operator’s license.
