A bombshell sworn declaration filed in federal court is raising new questions about the Biden-era COVID-19 vaccine mandate imposed on America’s military.
According to TrialSite News, Army Lt. Col. Theresa Long, a retired Army flight surgeon now serving as senior medical military adviser to Health Secretary Robert F. Kennedy Jr. and reporting to War Secretary Pete Hegseth, filed a sworn declaration in Adirim v. U.S. Central Intelligence Agency et al., in the Eastern District of Virginia.
Long told the court she has firsthand knowledge of more than 29 service-member deaths after COVID-19 vaccination and that she has been tasked with examining roughly 55,000 military-linked adverse-event reports, including 2,544 death reports in the federal Vaccine Adverse Event Reporting System (VAERS).
“I have first hand knowledge of over 29 deaths of servicemembers after vaccination with the COVID-19 vaccines. I am currently tasked with investigating the 55,000 vaccine adverse event reports filed on individuals identified as members of the U.S. Armed Forces, this includes 2544 deaths.
“As the first aviation brigade surgeon I had one servicemember die of rapid onset and progression of esophageal cancer after COVID vaccination and one in which a student pilot who had never been COVID positive, who experienced sudden cardiac death at the controls of a helicopter during a training flight.
“An independent cardiologist evaluated all imaging, labs and history on the student pilot and determined that myocardial injury secondary to the COVID-19 vaccines was the most likely cause.

The declaration reportedly cites troubling increases in several medical conditions recorded in the Defense Medical Epidemiology Database, including:
- A 151 percent increase in myocarditis and pericarditis
- A 43.6 percent increase in pulmonary embolisms
- A 34.9 percent increase in ovarian dysfunction
- A 22.9 percent increase in hypertension
- An 18.3 percent increase in cancers of the digestive organs
These figures are now being examined as part of a broader investigation into whether military health officials properly tracked vaccine injuries and deaths, or ignored them to protect the Biden regime’s vaccine narrative.
The declaration was filed in Adirim v. CIA et al., a case in the Eastern District of Virginia brought by Dr. Terry Adirim, the former acting assistant secretary of defense for health affairs under Lloyd Austin.
Adirim signed the September 14, 2021 Pentagon memo addressing the interchangeability of FDA-licensed Comirnaty and Pfizer-BioNTech COVID-19 vaccine doses administered under emergency use authorization. She is now suing Ivan Raiklin over statements he made about her role in implementing the military’s COVID-19 vaccine mandate.

In a February 25, 2026 memorandum opinion, U.S. District Judge Michael S. Nachmanoff dismissed Adirim’s claims against the CIA and Ratcliffe and denied her bid to pile on more federal defendants.
He kept her defamation claim against Raiklin alive, finding that Raiklin’s statements, including that Adirim “signed the memo institutionalizing the illegal vax mandate” and would face consequences for “genocide and mass mutilation,” could be read as factual accusations, not mere opinion, and that Adirim had adequately alleged actual malice at the pleading stage.
About 8,600 service members were thrown out. Tens of thousands left early. Another 20,000 retired early. Nearly a million were ordered to take a product service members had a statutory right to refuse absent a presidential waiver that Joe Biden never issued.
Rep. Andy Harris (R-MD), a physician and former Naval Reserve medical officer, put it in language Washington cannot spin. After The Gateway Pundit’s five-year anniversary reporting on the Adirim memo, Harris called on Chairmen Comer, Paul, and Johnson to put Adirim under oath.
“Anthony Fauci got an autopen scribble pardon,” Harris said. “Dr. Adirim has no pardon.”
